California Expands Employee Access to Their Personnel Records

California has passed new legislation expanding the types of personnel records employees are entitled to access. Beginning January 1st, 2026, employers must include education and training records within the scope of accessible personnel documents.

Under Senate Bill 513, employers that maintain training records must ensure files include the employee’s name, training provider, training dates and duration, core competencies covered, and any resulting certifications or qualifications.
